Councillor Horneck is pleased to report that Peel Regional Police have been working tirelessly to address serious crime across Mississauga and the wider Region of Peel. In recent weeks, their efforts have culminated in a series of special investigations—Project Pelican, Project Night Train, Project Ghost, and Project Outsource—that have delivered impactful results. These operations enhance public safety and send a clear message that criminal networks will not go unchecked.

Project Pelican

This major transnational drug-smuggling investigation culminated in the seizure of nearly 500 kg of cocaine—estimated at approximately $48 million—and resulted in nine arrests. The operation dismantled a trafficking ring operating across borders and highlights the importance of strong coordination between federal and local law enforcement.

Project Night Train

This project dismantled two interconnected criminal networks involved in a chilling series of violent home invasions and jewelry store robberies across the GTA, including Mississauga. Between May and December 2024, victims suffered life-changing injuries—including being driven over by a stolen vehicle and shot in their homes. As of July 22, 2025, twelve suspects (including six youths) have been arrested and charged with 136 offenses. Nearly half of the approximately $2 million in stolen property has been recovered, including high-end vehicles, jewelry, and cash.

Councillor Horneck will continue connecting Peel Police and residents to reduce crime together.

Project Ghost

This investigation disrupted a violent organized crime group responsible for a string of home invasions and related offenses. Although detailed public reporting is limited, Peel Police confirmed the operation led to multiple arrests and significantly reduced the immediate threat posed by the group. Officers have also reported a measurable decline in similar home invasion incidents in the weeks following the arrests.

Project Outsource

Targeting a criminal organization tied to extortion and violence in the towing industry, Project Outsource uncovered campaigns involving insurance fraud, threats, staged collisions, and control over towing operations. Eighteen individuals now face 97 criminal charges. Police also seized millions in assets, including tow trucks, stolen vehicles, firearms, ammunition, and other weapons.

Decline in Auto Theft

A new auto theft report from the Canadian Automobile Association highlights a significant national and provincial decline in vehicle theft. Équité Association’s 2024 Auto Theft Trend Report shows a national drop of 18.6% year-over-year, with Ontario experiencing a 17.4% decline. In the first half of 2025, thefts continued to fall—down 19.1% nationally, and 25.9% in Ontario. Vehicle recovery rates also improved to approximately 56.5%, a 3.4 percentage point increase. While encouraging, these trends emphasize the need for ongoing efforts from all stakeholders.

Keeping Up the Momentum

Together, these investigations and broader declines in vehicle theft demonstrate the power of proactive policing, cross-jurisdictional collaboration, and community involvement. Peel Regional Police are delivering real results—whether by dismantling violent home invasion syndicates or disrupting organized extortion networks. Now is not the time to ease up. Continued investment in enforcement, prevention, and public awareness remains critical.
